The traditional governance system of the Chakma Circle operates on a distinct three-tier structure designed to ensure effective administration at the grassroots level. At the apex is the Circle Chief (Raja), who oversees the broader administration of the Circle.
Below the Chief are the Headmen, who are responsible for managing specific ‘Mouzas’ (revenue districts). They handle land disputes, resource management, and revenue collection. At the village level, the Karbaris act as community leaders, maintaining social order and assisting the Headmen. This hierarchical system ensures that justice and administrative services reach every member of the community, preserving peace and social harmony.
